Storm Formation and Development 氣旋形成和發展

DOKSURI is the first tropical cyclone since PABUK in 2007 to necessitate the No. 8 Gale or Storm Signal as a tropical storm, and is also the first tropical cyclone to pass within 100 km from Hong Kong since 2009.

A disturbance developed to the east of the Philippines on June 23. It gradually moved westwards and deepened on June 26, when the HKO upgraded it into a tropical depression. The JMA designated the system a tropical storm that night, naming it DOKSURI. The name means a bird of prey and is contributed by South Korea. Meanwhile, the JTWC upgraded this system into a tropical depression at the same time and provided the storm number 07W.

DOKSURI was at that time situated in the southwestern periphery of the Pacific subtropical ridge, and was expected to move WNW to NW. The ridge was predicted to extend westwards and the storm would then move along a more equatorward track. This scenario was favoured by various numerical models, with the exception of a few that directed the storm towards Taiwan. The mainstream prediction was therefore a "classic" trajectory that tracked the storm across Luzon Strait and then hitting central Guangdong coast, one that would be threatening to Hong Kong. Since model output was rather concentrated, all official agencies put the storm towards areas close to Hong Kong in their very first track forecast. Strength forecast was mediocre though, as shear was predicted to remain at moderate to high levels and the extension of the subtropical ridge would inhibit some divergence channels that would restrict storm intensity.

The shearing effect was almost seen immediately as convections were displaced to the western semicircle. By daybreak on June 27, a circulation centre could be seen drifting off the convective mass, and discrepancies arose as to which centre to track due to the multiple vortices present. The whole mass moved more poleward that night, although it was difficult to observe the process or even the centre from infrared satellite images. Shear remained moderate and that proved restrictive to DOKSURI's organization, as convections failed to wrap around the centre evident from the visible imagery on June 28. At that time, the low-level circulation centre was east of the northern tip of Luzon, while most of the displaced convections, gathered like a spherical ball, were crossing northern Luzon.

杜蘇芮是自 2007 年熱帶氣旋帕布以來首個熱帶風暴令香港天文台發出八號烈風或暴風信號,亦為自 2009 年來首個熱帶氣旋進入香港 100 公里範圍。

一個擾動在 6 月 23 日於菲律賓以東發展。它逐漸西移,並於 26 日被香港天文台升格為熱帶低氣壓。日本氣象廳當晚升格該系統為熱帶風暴,命名為杜蘇芮。此名字由南韓提供,意思為猛禽。與此同時,聯合颱風警報中心將此低壓升格為熱帶低氣壓,給予風暴編號 07W。

杜蘇芮當時正處於太平洋副熱帶高壓脊之西南面,預料向西北偏西至西北移動。由於預測該脊將西伸,因此杜蘇芮於稍後或會採取較為偏西的路徑。多數數值預報模式認同此情境,小部分則預料杜蘇芮將趨向台灣。主流預報的路線為所謂的「經典」吹襲型路徑,即風暴於呂宋海峽通過,並趨向廣東沿岸,為香港帶來威脅。由於數值模式結果頗為集中,所有官方氣象台均於首報預測杜蘇芮將正面吹襲香港。強度方面,由於杜蘇芮所經海域垂直風切變為中等至偏高,且副高西伸將令部分輻散通道受阻,官方預測並不樂觀。

風切的效應幾乎立即可見,杜蘇芮的大部分對流被切離至風暴西面。27 日破曉時份,從衛星雲圖可見一個環流中心開始飄離主對流,由於杜蘇芮擁有多重對流中心,官方定位開始出現分歧。整堆雲團於當晚採取較為偏北方向移動,但從紅外線衛星雲圖不容易見到此過程和風暴中心。風切維持於中等水平,為杜蘇芮的增強帶來非常大的阻力。28 日早上,對流仍然無法捲入風暴中心;當時低層環流中心位處呂宋北端以東海域,但大部分被切離的對流則變為球狀並正橫過呂宋北部。

Crossing South China Sea and Local Conditions 橫過南海及本地情況

Subsidence associated with DOKSURI affected Hong Kong on June 28 and in the early part of June 29. It was hazy locally with light winds, and temperatures in most parts of the territory surpassed 32 degrees. As DOKSURI would likely affect Hong Kong, the Observatory issued the Standby Signal No. 1 at 21:40 HKT on June 28. DOKSURI was at that time 750 km ESE of the territory. Tracking at around 30 km/h, it also became apparent that the storm had been moving much faster than expected. Although the cluster of predictions still pointed to Hong Kong's proximity, the expected time of closest approach was adjusted from the night of June 30 to the small hours of that day. The storm did not show significant signs of intensification, but the CMA upgraded it to a severe tropical storm, while the rest of the agencies kept DOKSURI as a tropical storm.

DOKSURI was in general moving WNW steadily on June 29. Its speed was so high that it reached the 400-km circle before midday. Due to DOKSURI's small gale radius (around 60 NM or 110 km as reported by HKO at 08 HKT), the Observatory mentioned that a slight change in DOKSURI's track would result in very different weather locally. In their 13:45 HKT bulletin, it was mentioned that the Strong Wind Signal No. 3 would be issued shortly, but that signal was only issued as late as 16:20 HKT when DOKSURI was 220 km SE of Hong Kong, likely to be the result of weak winds that were generally blowing across the territory. Winds reached strong force at Waglan Island at around 15:40 HKT, and most stations started to sense DOKSURI's presence after 16 HKT as wind speeds rose more aggressively. Wind direction also turned from north to northeast. Intense heat inland promoted convections and the thunderstorm warning was briefly in effect from 15:45 HKT to 17:45 HKT. Handling of empty cargoes was suspended at 16 HKT. It was worth noticing that the Strong Wind Signal was not in force in the adjacent Macau until a much later time, at 22 HKT.

Although the storm had entered the effective range of HKO's 256-km radar image by dusk, there were nearly no rainbands that could assist in locating DOKSURI's centre. As the storm edged closer the Observatory indicated that the chance for higher signal was rather high in their 19:45 report. At that time some offshore/high-ground stations including Tate's Cairn, Waglan Island and Ngong Ping were blowing gale force winds, while strong force winds were recorded in some others like Cheung Chau, Chek Lap Kok and Sai Kung.

The Observatory issued the Pre-No. 8 Special Announcement at 21:20 HKT and stated that the No. 8 signal would be issued by 23:20 HKT the latest. By 22 HKT, most offshore and high-ground stations were registering gale force winds, including Cheung Chau, Green Island, Tai Mei Tuk and those mentioned above, while wind direction was ENE to E. Winds at Waglan Island and Tate's Cairn briefly reached storm force, while Ngong Ping was experiencing hurricane force winds. Due to the impending signal, the meeting being held at the Legislative Council was called off at 21:30 HKT instead of midnight as originally planned; meanwhile the MTR announced that train services would remain normal until the daily closing time. Hong Kong-Macau hydrofoil service would be temporarily suspended at 23 HKT, while various local ferry services would be terminated near 23:30 to 00:30 HKT the next day until further notice.

The No. 8 Northeast Gale or Storm Signal was eventually issued at 23:05 HKT. At that time most stations were affected by ENE winds, although wind direction at eastern parts of the territory had started to turn ESE. DOKSURI was situated 100 km SSE of the HKO. Most stations recorded maximum winds near midnight; it was perhaps surprising that Kowloon Star Ferry Pier also registered gale force winds (66 km/h) at around 23:20 HKT, while only one out of the eight reference stations managed to reach the same intensity. Rainbands were lacking at DOKSURI's northern semicircle and most places only experienced squalls with very small amount of precipitation --- only a few milimetres of rainfall per hour were recorded. Several reports of collapsing trees and scaffolding due to the surging winds were received by the government. Laden cargo handling services were also suspended.

DOKSURI took a more northwesterly course after midnight and reached its closest point of approach at around 01 HKT on June 30, when it was just 70 km to the SSW. The Observatory replaced the Northeast Signal by the Southeast Signal at 00:40 HKT to alert the public that the wind direction was changing. For most stations to the west, winds remained strong until around 01-02 HKT, while those to the east experienced a drop in wind speed much sooner. Winds died down rapidly and only Cheung Chau and Ngong Ping managed to keep at least force 8 winds by 02 HKT. The Observatory issued the Strong Wind Signal No. 3 at 03:25 HKT, replacing the No. 8 Signals which were in effect for only 4 hours 20 minutes in total.

杜蘇芮於 29 日大致穩定地向西北偏西移動。由於其移速甚高,它於正午前已達香港 400 公里範圍內。杜蘇芮的烈風圈較小 (天文台於上午 8 時的估計為半徑 60 海里 / 110 公里),天文台於其報告中提及杜蘇芮路徑上的微小改變或會令香港天氣截然不同。天文台在下午 1 時 45 分的報告表示三號強風信號將於短期內發出,但可能由於本港風力維持微弱,天文台最後於下午 4 時 20 分才發出該信號,當時杜蘇芮已移至香港東南面 220 公里處。橫瀾島於下午 3 時 40 分左右開始吹強風,而大部分地區則於下午 4 時候開始感受到杜蘇芮逼近,風速節節上升,而風向亦由偏北轉至東北。由於內陸受熱令對流活動變得活躍,雷暴警告曾於下午 3 時 45 分至 5 時 45 分生效。吉櫃交收服務於下午 4 時暫停。值得一提的是距離香港不遠的澳門至當晚 10 時才懸掛三號風球。

雖然杜蘇芮於日落時已進入天文台 256 公里雷達有效範圍內,但由於其中心附近幾乎沒有強烈雨帶,雷達圖無法協助判斷杜蘇芮的中心。隨著風暴靠近,天文台於其晚上 7 時 45 分的報告中表示發出更高信號的機會頗高。當時部份離岸和高地測風站如大老山、橫瀾島和昂坪已吹烈風,而其他部分站如長洲、赤鱲角和西貢則吹強風。

天文台於晚上 9 時 20 分發出預警八號熱帶氣旋警告信號之特別報告,說明於兩小時內將改發八號信號。至晚上 10 時,大部分高地和離岸站,包括長洲、青洲、大美督和上述提到的站點吹烈風,風向為東至東北偏東。橫瀾島和大老山間中吹暴風,而昂坪則吹起颶風。由於即將改發更高信號,立法會原定於午夜結束的會議提前於晚上 9 時 30 分完結;港鐵則宣佈當晚列車班次維持正常直至尾班車開出時間。來往港澳的飛航服務於晚上 11 時暫停,而港內渡輪服務則於晚上 11 時 30 分至翌日凌晨 12 時 30 分陸續停航,直至另行安排。

八號東北烈風或暴風信號於晚上 11 時 05 分發出,當時大部分地方吹東北偏東風,但部分於香港東部的測風站已開始轉吹東南偏東風。杜蘇芮處於天文台東南偏南約 100 公里。大部分測風站於午夜前後錄得最強風力,或許較為令人意外的是位處港內的九龍天星碼頭於晚上約 11 時 20 分錄得達每小時 66 公里的烈風,反而八個參考站中只得一個達到該風速。由於杜蘇芮北面缺乏雨帶,香港多處當晚只有狂風,降雨則非常有限,每小時只達數毫米。風勢猛烈令政府接獲多宗塌樹和棚架塌下的報告。重櫃交收亦於八號信號發出後暫停。

杜蘇芮於午夜過後採取偏西北的路徑,於凌晨約 1 時最接近本港,當時風暴處於天文台西南偏南約 70 公里。天文台於凌晨 12 時 40 分改發八號東南烈風或暴風信號,以提醒市民風向轉變。位處西面的地方風勢於凌晨 1 至 2 時前維持強勁,但東面的地方風勢較早減弱。至凌晨 2 時,只有長洲和昂坪維持 8 級或以上的風速。天文台遂於上午 3 時 25 分改發三號強風信號,取代合共只發出 4 小時 20 分鐘的八號信號。

Landfall at Zhuhai 於珠海登陸

According to the CMA, DOKSURI made landfall at Nanshui, Zhuhai at around 02:30 HKT, which is just 30 km from Macau. However, Macau only issued the No. 8 Southeast Signal at 03:30 HKT, which was in force until 06:30 HKT. DOKSURI weakened rapidly after making landfall, and winds in Hong Kong continued to subside. The Strong Wind Signal was replaced by the Standby Signal at 06:40 HKT when DOKSURI was 180 km west of the Observatory and strong winds were confined to offshore locations. All signals were cancelled at 08:15 HKT. Various services in the territory resumed gradually as daylight approached.

As a minor tropical storm, DOKSURI quickly weakened into a tropical depression just 6 hours after landfall. Once again it became difficult to track DOKSURI's centre, and the patch of disorganized clouds was downgraded into an area of low pressure at noon.

DOKSURI caused relatively minor damage to Hong Kong, with no one injured in the process.

按照中國氣象局的發佈,杜蘇芮於凌晨 2 時 30 分左右在珠海市南水鎮登陸,該地距澳門只有 30 公里。但是,澳門遲至上午 3 時 30 分才發出八號東南風球,於 6 時 30 分解除。杜蘇芮於登陸後快速減弱,香港風勢進一步放緩。三號信號於早上 6 時 40 分被一號戒備信號取代,當時杜蘇芮處於香港以西約 180 公里,強風局限於離岸地區。天文台於早上 8 時 15 分解除所有熱帶氣旋警告。本地各種服務於日出時份過後逐步恢復。
