HAGUPIT developed as tropical depression 22W south of Chuuk on December 1. It intensified rather quickly in the next few days as it moved rapidly towards the WNW owing to a broad subtropical ridge to the north of the system. The JMA upgraded 22W into a tropical storm at 2 pm and named it HAGUPIT. Track forecasts from different numerical models diverged at the beginning due to the uncertainty in predicting the strength of the subtropical ridge several days later. The ECMWF consistently forecast a westward movement throughout the forecast period, although track speed would decrease as the storm approached the Philippines. This turned out to be the true outcome. Meanwhile, both GFS and NAVGEM predicted an abrupt northward turn before the storm arrived at the Philippines, in response to a rapid weakening of the ridge. With the exception of the JTWC, all other official agencies followed closely with ECMWF's solution throughout the forecast period.

HAGUPIT intensified into a severe tropical storm early on December 2 as convective clouds wrapped around the storm. It was upgraded into a typhoon by the JTWC later that day as a central dense overcast started to develop. The storm intensified rapidly between December 3 and 4, which saw the JTWC upgrade HAGUPIT from a 100-knot (185 km/h) category 3 typhoon to 130-knot (241 km/h) category 4 super typhoon at 2 am December 4 as a clear eye emerged from the already well-established central dense overcast. At 8 am, the storm was upgraded to category 5 with an estimated strength of 155 knots (287 km/h), equalling the maximum intensity achieved by VONGFONG and NURI earlier this year. It is believed that HAGUPIT was directly upgraded to the strength corresponding to a Dvorak T-number of 7.5 due to the thick ring of very cold cloud-top temperatures (below -80 degrees) within the eyewall revealed by satellite images, and this excellent condition had already persisted for more than 12 hours at the time of the upgrade. For this reason, it appears that HAGUPIT had the most mature eyewall structure among the three tropical cyclones that reached a strength of 155 knots this year.

HAGUPIT weakened in the latter part of December 4; its eyewall cloud-top temperatures started to rise and its eye became cloud-filled. It was downgraded to category 4 on December 5. The storm also started to slow down as the subtropical ridge weakened. A pressure col was developed; in the next few days, HAGUPIT moved west slowly within the col but did not turn north, exactly as ECMWF predicted.

HAGUPIT made landfall at Samar during the night of December 6, which was not far away from the landfall location of HAIYAN which devastated the country one year ago. The storm weakened at a faster rate in the next 3 days due to land interaction; it weakened into category 2 in the morning of December 7, and by the next morning it had already lost its typhoon status. Influenced by the eastern ridge and the terrain of central Philippines, HAGUPIT moved WNW between December 7 and 8.

Steering remained weak as HAGUPIT's speed decreased to below 10 km/h on December 8. It was closest to Manila early on December 9, at a distance of less than 100 km. The storm was very disorganized at this point and barely maintained tropical storm strength. The storm entered South China Sea in the morning of December 9. It accelerated to the west as the western ridge became the dominant steering force. Conditions in the South China Sea was not very favourable due to the cooler and drier air resulting from a surge of northeast monsoon, but it was sufficient for HAGUPIT to intensify slightly. The JMA briefly upgraded HAGUPIT into a severe tropical storm at 2 pm December 10. As HAGUPIT reached the western part of South China Sea, seas became even cooler and the storm could not hold on to its already sparse convections. On December 12, HAGUPIT's low-level circulation centre decoupled from the main patch of convections and moved SSW rapidly. It was subsequently downgraded into a tropical depression before disintegrating into an area of low pressure off the seas of southern Vietnam.

黑格比於 4 日後段開始減弱,其眼牆雲頂溫度上升,風眼開始被填塞。它於 5 日減弱為四級颱風。同時,副高亦開始減弱,令黑格比的移速減慢。該區出現一個氣壓鞍,黑格比於隨後數天在該鞍場中緩慢西移,一如 ECMWF 所料風暴並未轉北。

黑格比於 6 日晚登陸薩馬島,位置距離去年造成巨大破壞的颱風海燕不遠。受地形影響,風暴於其後三日減弱速度較快。它於 7 日上午減弱為二級颱風,翌日更已跌穿颱風下限強度。受東面副高及菲律賓中部地形影響,黑格比於 7 及 8 日向西北偏西移動。

由於流場微弱,黑格比的移速於 8 日跌至每小時 10 公里以下。它於 9 日初段最接近馬尼拉,兩者相距少於 100 公里。風暴當時已幾乎完全沒有組織,只能勉強維持熱帶風暴強度。黑格比於 9 日早上進入南海;隨著西面脊場引導力量加強,風暴開始加速西移。由於正受一股東北季候風的影響,南海環境不太理想,氣團較為乾冷,但已足夠令黑格比稍為增強。日本氣象廳於 10 日下午 2 時曾短暫將其重新升格為強烈熱帶風暴。黑格比其後移至南海西部,海溫進一步下降,本來已經稀疏的雲團逐漸瓦解。12 日,黑格比的低層環流中心與主要對流帶分離,並快速向西南偏南飄移。它其後被降格為熱帶低氣壓,最後於越南南部對開海域減弱為低壓區。
