FRANCISCO passed south of HK at a distance of 290 km (150 NM) last night, and has made landfall at northeastern Hainan Island near noon Hong Kong Time. At 20 HKT, FRANCISCO was centred 550 km (300 NM) WSW of Hong Kong.

HKWW upgraded 95W into a tropical depression at 17:40 UTC yesterday. The initial position was 19.5N 117.7E, which was 480 km (260 NM) SE of Hong Kong. JTWC upgraded 95W at 00 UTC and it was given a temporary number of 15W. At 03 UTC, 15W was centred 300 km (160 NM) SSE of Hong Kong.
