By issuing the Strong Monsoon Signal, the Observatory is considering the northeast monsoon as the dominant reason for the strong winds observed in Hong Kong. Tropical cyclone signals are therefore not expected.
Tropical disturbance 97W in the South China Sea has intensified into tropical depression 21W. At 20 HKT, 21W was centred about 810 km (440 NM) SSW of Hong Kong.
21W is under a weak steering environment. Together with multiple competing vortices, it may show irregular movement in the next 24 hours. A ridge in southern China is expected to push 21W westward starting from t+24 to t+36. 21W should make landfall at Vietnam in two to three days' time.

Being a monsoon depression, 21W has larger winds in its periphery. Such storms are known to take extremely long time to develop. Together with 21W's proximity to land, intensification should be limited.

The combined effect of 21W and the northeast monsoon will result in fresh to strong east to northeasterly winds in Hong Kong. Convections associated with 21W could also bring unsettled weather to the region.
