A patch of convections persisted off the southeastern Taiwan coast on September 9. The JTWC issued a tropical cyclone formation alert at 2 am September 9, and upgraded the system into tropical depression 27W a day later. Affected by a subtropical ridge in southern China, 27W was forecast to move west-southwest to west across the northern part of the South China Sea. However, there is some uncertainty on the speed of movement and the location of landfall among the numerical models.
27W moved west-southwest soon after formation and avoided a landfall at southern Taiwan. The HKO upgraded it into a tropical depression at 11 am September 10, while the JTWC upgraded 27W into tropical storm status at 2 pm as it continued to develop. Tight banding could be seen around 27W's centre, but convective activities dwindled that night. The JMA eventually made the upgrade at 8 am September 11 and named the system BARIJAT.
BARIJAT stopped dipping southwards in the afternoon of September 11. It passed just south of Dongsha near midnight September 12, while remaining as a minimal tropical storm. BARIJAT gained some latitude on September 12 as it passed some 150 km south of the Pearl River Estuary. The storm had a few rounds of convective bursts towards the morning of September 13. Using the 2-minute average wind speed standard, the NMC of China upgraded BARIJAT into a severe tropical storm before it made landfall near Zhanjiang, Guangdong just after 8 am. The other agencies did not follow suit and maintained their estimation at tropical storm strength.
Being a small system, BARIJAT weakened rapidly after landfall. Its deep convections almost evaporated completely within the next 12 hours. The JMA stopped issuing warning bulletins at 2 pm, while the other agencies also quickly downgraded BARIJAT into a tropical depression. BARIJAT weakened into a low pressure area later that afternoon in southern Guangxi.

In anticipation of the potentially disastrous impact of tropical cyclone MANGKHUT which was forecast to come a few days after BARIJAT's approach, the general public did not pay much attention to this midget cyclone.
Locally, it was fine and very hot on September 11. The HKO issued the #1 Standby Signal at 10:40 am, when BARIJAT was about 460 km east-southeast of Hong Kong. As BARIJAT moved closer, winds strengthened in the small hours of September 12 and the HKO indicated that the #3 Strong Wind Signal would be considered during the day. This was later refined to after 10 am and further to between 11 am and 1 pm. The #3 Signal was finally issued at 12:20 pm; BARIJAT was located around 170 km south-southeast of Hong Kong at that time. Within the next couple of hours, strong force winds were limited to offshore areas and on high ground, such as Cheung Chau, Green Island, Peng Chau, Tai Mei Tuk, Tap Mun and Tate's Cairn. A short period of gales was observed at Waglan Island between 2 and 3 pm. There were also a few squally showers during the afternoon and nighttime of September 12. However, as BARIJAT had little convective activities in its northern semicircle, the rain did not last long and only a few millimetres of precipitation was recorded over parts of the territory.
BARIJAT came closest to Hong Kong near 3 pm September 12, when it passed at a distance of around 150 km to the south. As BARIJAT moved away, winds in Hong Kong moderated during the night. The HKO replaced the #3 Signal by the #1 Standby Signal at 4:10 am September 13; except at Waglan Island, strong force winds were almost non-existent at this point. Finally, the #1 Signal was cancelled at 7:40 am, when BARIJAT was about 360 km west-southwest of the territory. The weather in Hong Kong improved quickly after BARIJAT's departure, and there were some periods of sunshine during the day.

本港方面,9 月 11 日大致天晴酷熱。香港天文台於上午 10 時 40 分發出一號戒備信號,當時百里嘉位於香港東南偏東約 460 公里。隨著百里嘉靠近,12 日凌晨時份風勢增強,天文台表示將於當日考慮改發三號強風信號,隨後將改發信號時間縮窄至上午 10 時後,繼而進一步表明於上午 11 時至下午 1 時間改發。最終三號信號於下午 12 時 20 分發出,百里嘉移至香港東南偏南約 170 公里處。隨後數小時,離岸及高地如長洲、青洲、坪洲、大美督、塔門及大老山吹強風,而橫瀾島於下午 2 至 3 時間曾短暫吹烈風。當日下午及晚間本港有幾陣狂風驟雨,但由於百里嘉北半圓對流欠奉,雨勢未能持續,本港部分地區當天只錄得數毫米雨量。
百里嘉於 12 日下午 3 時左右最接近香港,於香港以南約 150 公里處掠過。隨著百里嘉移離,本港風勢於晚間緩和。天文台於 13 日上午 4 時 10 分改發一號戒備信號,取代三號強風信號。除橫瀾島外,這時強風幾乎已經絕跡,而一號信號其後亦於上午 7 時 40 分取消,百里嘉此時已移至香港西南偏西約 360 公里處。百里嘉遠離後,香港天氣迅速改善,當日日間部分時間有陽光。
