Storm Development Overview 風暴發展概覽

NOUL developed as tropical disturbance 92W in the northwest Pacific in late July. The JTWC issued a tropical cyclone formation alert in the small hours of July 23 as 92W's convections started to wrap around its centre. The NMC of China upgraded it to a tropical depression at 5 am, while the JMA issued a gale warning at 8 am.

92W was expected to move west-northwest towards the Luzon Strait. Initially, both traditional numerical models and AI-based models called for a general track towards western Guangdong or even Hainan Island. However, closer to the time of 92W's formation, most forecasts had started to indicate a northwestward turn within the South China Sea in response to a strengthening of the subtropical ridge to the east of the system, eventually reaching eastern Guangdong. Due to moderate vertical wind shear, 92W's convections appeared asymmetric and concentrated in its western semicircle. As the system consolidated, the JTWC upgraded it into tropical depression 11W at 2 pm. 11W continued to move west-northwest that day and convective bursts appeared near its centre that night. The JMA upgraded 11W into a tropical storm at 2 am July 24, naming it NOUL.

NOUL moved into the Luzon Strait on July 24. The PAGASA declared a landfall over Camiguin Island just after 2 pm. The storm was able to avoid major landmasses while crossing the Strait; it intensified into a severe tropical storm and entered the South China Sea that night, still moving west-northwest.

NOUL's core continued to develop in the small hours of July 25 and a banding eye could be seen that morning. Official agencies including the JTWC, NMC, HKO and CWA (Taiwan) upgraded NOUL into a typhoon. While still moving west-northwest, the northward component of NOUL's track increased. It slowed down appreciably that night, and apparently made a small loop which could be seen on radar images. After looping, NOUL turned northwest and picked up speed again. The NMC upgraded NOUL into a severe typhoon at 10 pm due to its improving structure, and the HKO followed suit at 1 am July 26.

NOUL's eye was clearing as it made its final stretch at sea. According to the HKO, the western part of NOUL's eyewall affected Mirs Peninsula (about 40 km from the Observatory), where hurricane force winds were recorded. At full fury, NOUL made landfall near the town of Pinghai in Huidong county at around 3:50 am; the NMC estimated a wind speed of 45 m/s (162 km/h) at that time. After making landfall, the storm continued to move northwest and weakened into a typhoon shortly afterwards. It further weakened into a severe tropical storm in the morning, and a tropical storm in the afternoon as it turned north in central Guangdong.

Although NOUL's peripheral convections persisted for some time after landfall, its core collapsed quickly on land. NOUL entered Hunan province on July 27 and weakened into an area of low pressure shortly afterwards.

紅霞於 24 日移至呂宋海峽。菲律賓大氣地球物理及天文服務管理局表示風暴於下午 2 時過後登陸北部甘米銀島。紅霞橫過呂宋海峽時得以避開大陸,它於當晚進入南海並增強為強烈熱帶風暴,繼續向西北偏西移動。

紅霞的核心於 25 日凌晨繼續發展,早上可見一雲捲風眼。包括聯合颱風警報中心、中央氣象台、香港天文台及台灣中央氣象署等的官方機構將紅霞升格為颱風。雖然風暴仍大致向西北偏西移動,但其路徑偏北分量有所增加。紅霞晚間明顯減慢,雷達圖上見到它曾經打轉,其後轉向西北移動並有所加速。由於紅霞的結構改善,中央氣象台於下午 10 時將其升格為強颱風,而香港天文台於 26 日上午 1 時亦跟隨。

Approaching the South China Sea

The formation of NOUL sparked public interest as model forecast tracks several days before its formation depicted a possible landfall close to the Pearl River Estuary. By July 22, it became apparent that a landfall east of Hong Kong was more probable; in a blog post, the HK Observatory said that the shielding effect of north to northwesterly winds would generally result in weaker winds than when a tropical cyclone made landfall west of Hong Kong.

The Observatory upgraded NOUL into a tropical depression at 2 am July 23. Under the influence of the subtropical ridge, it was sunny and very hot in Hong Kong that day. In the afternoon, the Observatory indicated that the #1 Standby Signal would be considered later on July 24 as NOUL made its way to within 800 km of the territory.

At 12:10 pm July 24, the Observatory announced the issuance of the #1 Signal at 8:40 pm in a special weather tip. As NOUL approached the Luzon Strait, its subsidence resulted in very hot and hazy weather in Hong Kong. A maximum temperature of 33.7 degrees was recorded at the Observatory, while the temperature rose to above 35 degrees in parts of the New Territories with Sheung Shui hitting 37 degrees. NOUL was located about 710 km east-southeast of Hong Kong when the #1 Signal was issued. As the storm was expected to remain some distance from Hong Kong early on July 25, the Observatory said that the #1 Signal would remain in force at least until noon, and it would consider issuing the #3 Strong Wind Signal in the afternoon. The possibility of issuing an even higher signal was mentioned, due to the uncertainty of NOUL's distance from Hong Kong and the coverage of its gale winds.

NOUL moved quickly during the day of July 25, and came to a distance of about 400 km from Hong Kong at 10 am. The Observatory indicated that the #3 Strong Wind Signal would be issued between 1 pm and 3 pm. It was still hazy with sunny periods in the morning and early afternoon; the temperature at the Observatory rose to 34.5 degrees. The #3 Signal was eventually issued at 1:20 pm when NOUL was about 300 km east-southeast of Hong Kong. It was mentioned that NOUL would skirt around 100 km northeast of Hong Kong, and that gales might affect parts of the territory. An assessment was to be made as to whether higher signals would be needed between 9 pm and midnight July 26. In the aerodrome forecast issued by the Observatory at 1 pm, winds at the Hong Kong International Airport were expected to reach gale force (35 knots or 65 km/h) after midnight July 26. This sent a strong signal that gales were expected even in the western parts of Hong Kong, and that the #8 Signal was rather probable.

Aircrafts were sent by the Government Flying Service to obtain meteorological data near NOUL in the morning and afternoon of July 25. The estimated gale, storm and hurricane force wind radii were increased from 60, 30 and 15 NM (111, 56 and 28 km) to 75, 45 and 30 NM (139, 83 and 56 km) respectively that afternoon. This meant that gales associated with NOUL could reach Hong Kong if the storm came to about 100 km from the Observatory as predicted.

Moving closer to Hong Kong

Due to increasing waves, some ferry services to outlying islands were suspended in the late morning to afternoon of July 25. Cathay Pacific announced that all flights arriving and leaving Hong Kong between 1:15 am and 6 pm July 26 would be cancelled; some flights operated by HK Express and the Greater Bay Airlines were cancelled as well. A major rainband associated with NOUL's circulation reached the territory after 4 pm; there were some squally showers and many places saw a brief surge in the wind speed. Sustained gales were recorded in offshore waters and on high ground such as Cheung Chau, Green Island, Ngong Ping, Tai Mei Tuk, Tate's Cairn and Waglan Island, while strong force winds were briefly recorded at some other places including North Point, which is within the Victoria Harbour.

In its tropical cyclone bulletin for 7 pm July 25, the Observatory announced that the #8 Gale or Storm Signal would be issued at 10:10 pm as gales were expected to affect Hong Kong. This was followed by the Pre-No. 8 Special Announcement at 8:10 pm. Especially in offshore areas, winds strengthened gradually at night. The #8 Northwest Signal was eventually issued when NOUL was situated about 160 km east-southeast of Hong Kong. The Observatory warned that winds were expected to strengthen significantly overnight, and that it would consider issuing the #9 Increasing Gale or Storm Signal between 1 am and 2 am July 26.

More public transport services were disrupted as the #8 Signal became in force. Bus companies announced the suspension of most routes by 12:30 am July 26, while local ferries between Central and Cheung Chau/Mui Wo were suspended after 11:30 pm July 25. MTR services continued until the regular end-of-service for the day.

As NOUL turned northwest and headed towards the coast, most places saw a significant increase in the wind speed after midnight July 26. Gale force northwesterly winds first affected locations such as Cheung Chau, Green Island, Lamma Island, Lau Fau Shan, Peng Chau, Tate's Cairn and Waglan Island. The #9 Signal was issued at 1:10 am, when NOUL was situated about 120 km east of Hong Kong. The Observatory also upgraded NOUL into a severe typhoon at that time. It was announced that the #9 Signal would last at least until 7 am, and that the Observatory would assess whether the #10 Hurricane Signal would be needed.

Prior to landfall, the Observatory estimated NOUL's storm force and gale force winds to reach 60 and 90 NM (111 and 167 km) from the centre, respectively. In Hong Kong, the strongest winds during NOUL's approach were generally recorded between 2 am and 6 am July 26. Cheung Chau, Tate's Cairn and Waglan Island registered storm force winds, and gales were widely observed within the territory including three stations within the Victoria Harbour. A maximum sustained wind speed of 80 km/h was recorded at North Point and Kowloon Star Ferry Pier just after 5 am. More intense rainbands associated with NOUL's eyewall began to affect the territory after 4 am; the Amber Rainstorm Warning was issued at 5 am and lasted for more than 5 hours.

By 6 am, the wind direction turned west, but strong to gale force winds were still affecting most of Hong Kong, reaching storm force at times at Waglan Island. The #8 Southwest Gale or Storm Signal was issued at 7:10 am, replacing the #9 Signal. NOUL was closest to Hong Kong near this time as it passed at a distance of about 80 km to the northeast. Due to the lack of stronger storms making landfall east of Hong Kong at close range in recent years, this turned out to be the first #8 Southwest Signal since Severe Tropical Storm MERBOK in 2017. At the high tide that morning, the water levels at Quarry Bay and Tai Po Kau were about 0.5 to 0.7 metres higher than normal. Following the issuance of the #8 Signal, the MTR resumed services on open rail sections, but noted that the overhead cables near Tai Wo Station were damaged due to fallen trees, and it would take some time for repair works to be completed.

Gradual resumption of normal activities

The local wind direction backed to the southwest in the next couple of hours. As NOUL weakened quickly on land, winds gradually moderated in the morning, although they remained rather strong in offshore areas and on high ground. In the 10 am tropical cyclone bulletin, the Observatory said it would consider issuing the #3 Strong Wind Signal between noon and 2 pm. The Signal was eventually issued at 12:40 pm as NOUL moved to about 120 km north of Hong Kong. Local bus and ferry services resumed gradually in the early afternoon, and the repair work near Tai Wo Station was also completed by 2 pm. The Ani-Com & Games festival held at the Hong Kong Convention and Exhibition Centre reopened at 2:40 pm and the closing time that day was postponed to 10 pm.

Except at Ngong Ping and Waglan Island, winds at most places had moderated to below strong force level by 1-2 pm. The #1 Standby Signal was issued at 3:20 pm, replacing the #3 Signal. NOUL's outer rainbands continued to affect Hong Kong in the afternoon. The Amber Rainstorm Warning was issued again at 3:45 pm as an intense rainband approached from the southwest. While the rainband weakened as it moved across the territory, there were occasional heavy showers in the late afternoon. The Amber Rainstorm Warning was cancelled at 6:45 pm. Shortly afterwards, the #1 Signal was also cancelled at 7:10 pm when NOUL was situated about 210 km north-northwest of Hong Kong. The weather remained unstable in the night of July 26, with a total daily rainfall of 109.2 mm recorded at the Observatory. Being closer to NOUL's eyewall, the rain was heaviest in eastern parts of Hong Kong, and some areas received more than 200 mm of rain that day.

During NOUL's approach, more than 300 reports of fallen trees and 8 flooding reports were received by the government. As of noon July 26, 21 people suffered storm-related injuries and sought medical assistance at the Accident and Emergency department of public hospitals. The Airport Authority said that around 360 flights to and from Hong Kong were cancelled. In Macau, the #3 Signal was the highest signal issued during NOUL's approach; this is the first time since Typhoon MOLAVE in 2009 that the #9 Signal was issued in Hong Kong but not even the #8 Signal was issued in Macau. As Macau was shielded from the northwest and due to its larger distance from NOUL, only strong force winds were observed on the bridges connecting Macau Peninsula and Taipa.

天文台於 24 日下午 12 時 10 分發出特別天氣提示,宣佈將於下午 8 時 40 分發出一號信號。隨著紅霞靠近呂宋海峽,其下沉氣流為本港帶來酷熱及有煙霞的天氣。當日天文台錄得最高溫度 33.7 度,而新界部分地方氣溫上升至 35 度以上,其中上水更達 37 度。一號信號發出時,紅霞集結於香港東南偏東約 710 公里。由於預料風暴於 25 日初時會與香港保持一段距離,天文台表示一號信號將至少維持至正午,並會考慮於下午改發三號強風信號。由於紅霞與香港的距離及其相關烈風覆蓋範圍仍有一定變數,天文台亦提及改發更高信號的可能性。

風暴進一步接近香港

由於海浪漸大,往返部分離島的渡輪服務於 25 日上午後段至下午停航。國泰宣佈所有於 26 日上午 1 時 15 分至下午 6 時抵港及離港的航班將會取消,而香港快運及大灣區航空亦取消部分航班。一道與紅霞環流相關的強雨帶於下午 4 時後抵達本港,多區有狂風驟雨,風速短暫急升。離岸及高地如長洲、青洲、昂坪、大美督、大老山及橫瀾島等地持續風速達烈風程度,亦有其他地方如位於維港內的北角吹強風。

天文台於 25 日下午 7 時的熱帶氣旋警報中宣佈,由於預料烈風將會影響本港,會於下午 10 時 10 分改發八號烈風或暴風信號;預警八號熱帶氣旋警告信號之特別報告亦於下午 8 時 10 分發出。當晚風力逐漸增強,尤以離岸地區為甚。八號西北信號發出之時,紅霞位於香港東南偏東約 160 公里。天文台警告晚間風力會顯著上升,會考慮於 26 日上午 1 至 2 時之間發出九號烈風或暴風風力增強信號。

八號信號發出後,更多公共交通服務受影響。各巴士公司宣佈大部份路線將於 26 日上午 12 時 30 分起暫停,而來往中環至長洲及梅窩的渡輪亦於 25 日下午 11 時 30 分後停航。港鐵服務則維持至正常收車時間。

隨著紅霞轉向西北並朝沿岸地區進發,大部份地區風勢於 26 日午夜後明顯增強。長洲、青洲、南丫島、流浮山、坪洲、大老山及橫瀾島等地率先吹西北烈風。九號信號於上午 1 時 10 分發出,當時紅霞位於香港以東約 120 公里。天文台同時將紅霞升格為強颱風,並表示九號信號將至少維持至上午 7 時,亦會評估是否需要發出十號颶風信號。

至上午 6 時,風向轉為偏西,但香港大部份地區仍吹強風至烈風,橫瀾島更間中吹暴風。八號西南烈風或暴風信號於上午 7 時 10 分發出,取代九號信號。紅霞約於此時最接近香港,於東北方約 80 公里處掠過。由於近年甚少較強氣旋於香港以東近距離登陸,這是自 2017 年強烈熱帶風暴苗柏以來的首個八號西南信號。當天早上漲潮時,鰂魚涌及大埔滘的水位較正常高 0.5 至 0.7 米。八號信號發出後,港鐵恢復露天段列車服務,但表示太和站附近架空電纜因塌樹受損,需時維修。

正常活動逐漸恢復

隨後數小時,本港風向逆轉至西南。由於紅霞於陸上快速減弱,風勢於早上逐漸緩和,但離岸及高地仍然較強。天文台於上午 10 時的熱帶氣旋警報中表示將考慮於正午至下午 2 時改發三號強風信號。該信號最終於下午 12 時 40 分發出,紅霞當時移至香港以北約 120 公里。本地巴士及渡輪服務於下午早段逐漸恢復,而太和站附近的維修工程亦於下午 2 時前完成。正於會展舉行的香港動漫電玩節亦於下午 2 時 40 分重開,並延遲至下午 10 時閉館。

除昂坪及橫瀾島外,大部份地區風勢於下午 1 至 2 時已回落至強風以下。一號戒備信號於下午 3 時 20 分發出,取代三號信號。紅霞的外圍雨帶於下午繼續影響本港。因應一道強雨帶於西南方靠近,天文台於下午 3 時 45 分再次發出黃色暴雨警告。雖然該雨帶橫過本港時減弱,但下午後段間中仍有大驟雨。黃色暴雨警告生效至下午 6 時 45 分取消。不久後,一號信號亦於下午 7 時 10 分取消,當時紅霞位於香港西北偏北約 210 公里。26 日晚本港天氣仍然不穩定,天文台全日共錄得 109.2 毫米雨量。由於香港東部較接近紅霞的眼壁,該區雨勢最大,部分地區當日雨量達 200 毫米。

紅霞襲港期間,政府接獲超過 300 宗塌樹及 8 宗水浸報告。截至 26 日正午,21 人在風暴中受傷並於公立醫院的急症室接受治療。機場管理局表示,約 360 班來往香港的航班取消。澳門方面,紅霞靠近期間最高只發出三號強風信號,這是自 2009 年颱風莫拉菲以來,首次出現香港發出九號信號時澳門連八號信號亦未發出的情況。由於澳門西北方受遮蔽,加上距離紅霞較遠,連接澳門半島及氹仔的大橋只錄得強風風力。

The following table lists the maximum 10-minute average (sustained) wind speed recorded while tropical cyclone signals were in force. In some occasions, it is possible that the strongest winds were not recorded when the highest signal was in force.
